twitter. see you next time. >> good evening, everyone, welcome to al jazeera america. i'm john siegenthaler in new york. breaking news tonight, shots fired inside the largest shopping mall in new jersey. we begin with breaking news out of par amus new jersey. an armed gunman is possibly inside the biggest shopping mall of new jersey, home to more than 300 stores. police and swat teams are on the

scene. witnesses say about seven shots were fired. some people were evacuated from the mall. so far new jersey state police say there are no reports of injury. on the phone with us now is our own juan carlos molina. juan carlos, what can you tell us? >> well, john, we arrived at the mall just a few minutes ago. they literally turned us around and sent us to a parking lot right next to the mall. but they have the whole parking lot area near nordstrom on lock down. they are searching for somebody stills inside the building. happened around 9:30 a.m. shots fired near 9:30 near the nordstrom's shopping store inside the mall. they started bringing people out, evacuating people out. they have reports of the swat team is here, there is also a

bomb squad here. we're assuming that these are ought preventive measures. -- all preventative measures. reports of one man, with armed with at least a rifle and possibly wearing black clothing, possibly wearing body armor. right now information is very sketchy coming out. but they are bringing people out of the mall and trying to keep people from going back into the mall. parts of the mall were starting to close but there are still restaurants and there's a movie theater in this mall that stay open past 9:30. there is quite a scene that they need to get hold of and try ocontrol the scene to find out exactly what's going on here. >> juan carlos we're looking at pictures from the mall above and it seems like the police presence that's there i know that bergen county police are

there, state police, bomb vehicles as well, and it's almost with those lights that parking lot is lit up like a christmas tree. >> yeah, from where we're sitting we're just literally just outside the entrance of where the nordstrom's is and macy's and we had a bergen county officer escort us around. you know if you look down the parking lot from where we can see inside, it's lit up like a christmas tree, with police vehicles and emergency vehicles that are obviously you know, working to try to figure out what's going on here. huge, huge police presence here. >> stand by juan carlos. we were looking in and we'll take a wide shot of that picture there, and you can see into the mall and clearly, a very large police presence inside the mall as they begin to sweep that

area, especially the area near the nordstrom. we are getting some account from witnesses who were in the mall tonight. here's some of what they had to say. >> i did see him. he was walking in the mall. just in front of the apple store, wearing black and wearing something on his back, looked like two gas balloons and then he was walking with a very big rifle and shooting to the air, to the top. basically walked very calmly. >> they were about a bang, couple seconds, another bang, third bang, and then about five municipals, two more came after that so they were pretty spaced out. >> we want to reiterate now that there have been according to the state police no reports of injuries so far but it appears that the search for gunman continues. also on the telephone is leo mcguire, he's a former sheriff of the bergen county sheriff's

department. set the scene for us regarding the largest mall in the state of new jersey. >> well, it is in my county. i had to drive by it to even get on the phone with you tonight. there are more doors in that mall, it is acres of area right in the center of bergen county and a gunman certainly could have snuck out one of the dozens of doors surrounding that entire area. >> i would suppose that authorities are keeping a close eye on parking lot because they want to see whether or not he drove a car that's parked outside as well, right? >> well, there's several things happening simultaneously. first is to mitigate the threat. that's what you see on television with the scores of police officers upwards of 200 officers responded. swat teams from bergen county, new jersey state police and other agencies within bergen

county. there's a heavy, heavy police presence, way far away there's a huge perimeter. they are going to be checking the cameras, surveillance cameras in the parking lot, they're going to be seeing what cars are left after evacuation this will be developing overnight. >> so will the idea be to slowly get the mall evacuated as they search for a gunman is that it? >> well, exactly. since there are no reported more shots fired and they have a basic description of the gunman, looking at surveillance cameras to see if he went out one of those side doors. >> all right leo, thank you very much, and we'll get back to you a little later. we appreciate your insight into that mall. we want to repeat so far that we know there are according to the state police there are no reports of injury but obviously

authorities are continuing to search. yeah, we're hear from the mayor of paramus that one single shot was fired with no injuries. that's what we're hearing now. there are conflict iing reports, there always are initially on a scene like this. we are going okeep our eye on this situation, we'll bring you the latest as this story develops. but we have other news to tell you about around we'll get back to paramus as it warrants. a poll will start opening several hours from now and in 2013 it's considered an off election, there are americans that won't bother to vote, that will be a big mistake. the votes cast tomorrow in several state contests could have a direct impact on congressional and state races for years ahead.

take new jersey race for governor. it has people looking ahead to 2016, the race for the white house, chris christie easily to win over barbara buono, in his mostly democratic home state. and virginia taking on national prominence as well, ken cuccinelli said the vote for him is a vote against the affordable care act. a vote against terry mcauliffe is a vote against the tea party. first new mayor in 20 years replacing retiring tom menino, in boston. and new york city could be electing its first democratic mayor in 20 years, bill deblasio

>> that's hard to say. you're going to move past these two trials. it really does seem to come down to the army finding a way forward to get itself back out of the politics been and do another round of democratic elections. but that's very hard given their overturning of the last round of elections regardless what you thought about the outcome. >> we had a report that 20,000 police were spread all across cairo today in order to deal with the protest. that would indicate to me that the potential for violence is very high. >> it is very high. and the army and the police have been arresting a lot of morsi supporters the muslim brotherhood. there's been widespread reports of them being arrested not today but in the past few months. they are definitely keeping a lid on what's happening in

cairo. >> we see these protests and hear about violence in the streets. how well is egypt and particularly cairo operating with all this going on? >> it is hard to say. they are certainly muddling through so far. in terms of egypt's model of stability, one of the united states's most trusted partners in the region, what that means in the coming months and years is very unclear right now. >> douglas oliver thanks for joining us. >> thanks very much. >> cold air is pushing its way into the northern part of the u.s. and we are anticipating some snow to move in open election day for some. -- in on election day for some. some would mail their ballot in but others would have to go outside and get that ballot filled in and punched through.

that's going to be a chilly one in places around montana and the dakotas and nebraska, where moisture is developing, second cold blast of air coming through tomorrow. the same storm that brought powerful winds and power outages, still some power outages in parts of western washington brought several inches of snow to silver mountain, idaho, and now across montana we've had snow showers and temperatures continue to drop as that low pressure tracks to the east. 26 for bismarck. that cold air is going ocontinue to work its way down, even bringing some wet rain snow around parts of colorado, definitely going to get snow in colorado and wyoming mountains. the wet weather will stretch in a band tuesday afternoon through tuesday night, south dakota, and

nebraska, accumulations three to five inches anticipated and southern minnesota, you'll probably get your first snowfall of the season. again this is expected to be anywhere from a trace up to 3 inches, the air has to move in and shift your rain over to snow. that will take some time. we'll watch that story develop through the day, election day tomorrow afternoon and we'll have details of what others can expect when we have some warming coming up next, john. >> all right, rebecca, we're keeping an eye on the breaking news out of the paramus, new jersey, westfield garden state plaza. life pictures from the mall, heavy police presence. witnesses reported shots were fired shortly before the mall closed. many of the shoppers were escorted out by armed police,

however some shoppers are still inside the mall. leo mcguire has been helping us with this. he is the former bergen county new jersey sheriff. give me a sense of what the situation is. do you practice for situations just like this tonight or not? >> yes. we've had multijurisdictional training sessions, bringing in law enforcement and emergency management officials from all over the state in this place. >> so there are cameras night that they can take a look at. but obviously, it's the largest mall in new jersey so there are lots of places to hide for a gunman, correct? >> you are talking about 150 to 200 stores, dozens and dozens of doors, thousands of cars in the parking lot. yes, it is a busy place. >> clearly there is a possibility he could have gotten out maybe or he may be still in that facility. so what's the methodology process that authorities go through? we saw pictures of a huge group

of officers inside looked like a lobby of the mall getting ready to move out. what are they doing? >> well, first they're trying to establish a plan of action. but since we already have strategic plans in place based on the training we've had over the years. >> leo, let me interrupt you because i've got josh demur, on the phone. i understand you're in the mall. what's going on? >> we're pretty much surrounded, every cop from the surrounding areas, swat going around here swat vans, trucks, we are completely surrounded here. i'm inside one of the restaurants attached to the mall. >> what did you see how did you hear about this? >> pretty much as we were winding up, we close at 10:00, mall closes at 9:00 we saw people started running, some of

my staff members went outside, said there was a shooting inside the mall. probably within ten minutes earlier this evening, someone on the news, one of my server's vee aer'sfiancee, came over to checn her. i locked the front doors, kind of kept all the guests in here, kept calm quiet, all the staff members here so yeah, pretty -- pretty crazy real quick. >> i marine have you been in contact with police? they tell you just to sit tight? >> at first they were. we were getting kind of some mixed, they were saying stay when we could. they wanted everybody to evacuate. they came to our establishment. they were checking the guests and all my staff members, obviously making sure they weren't one of the individuals part of this. they all left so we have our restaurant all locked down, no one is here except for myself

and one chef. >> tell me what you see outside. >> we are completely surrounded we have four or five the cop trucks the advance the -- the vans the buses. from what i'm seeing there's a drone that's approaching the nordstrom area, we are right to the left of macy's are right around the bepped from where the incident occurred, right next to joe's. the whole highway is shut down the whole parking lot from our area is completely flooded with cops and ambulances here too. >> we're glad you're safe, josh. thanks for talking with us, we'rthere are no reports of injuries. we'll g.o. get back to leo mcguire in just a second. more news to tell you tonight. doctors take an oath not to harm patients but reports show that doctors have been helping

century ban 50 world medical association. >> this is one of our medical ethical principles that grounds what we do as doctors is we respect the autonomy of our patient and that's not case here in guantanamo. >> the report also accuses the defense department in filing follow through on its own recommendations. >> those rules are still with us and they undermine ethical practice. >> in response a pentagon spokesman show other inquiries show the other allegations are unsubstantiated. as to force feeding, a detainee won't be allowed to starvation. 14 of the 164 prisoners of guantanamo are refusing to eat regularly. a u.s. appeals court is currently considering their legal challenge to the practice.

tom ackerman al jazeera, washington. >> with me is one of the doctors who served as a member of the task on that report, dr. tom morris. >> good to be with you. >> a cia spokesperson said today the report contained serious inaccuracies and erroneous conclusions. never been substantiated. what is your reaction to that? >> my first reaction is that the easiest way to settle this is to allow independent investigators to observe directly what's happening in guantanamo. we have never been allowed to do this. nobody has access to these people and until we do have access, until we can have independent professionals review with the guantanamo detainees exactly how they've been

treated, it's very the difficult to say who's right or who's wrong except that we do -- >> how can you say it happened? >> we can say it happened because there are records that have been shared public workly, heavily redacted but nonetheless we reviewed extensively records of the use of medical personnel of psychologists in designing implementing and enabling the use of very harsh interrogation techniques that we regard as violating the geneva convention and the international covenant on civil and political rights. >> clearly you're drawing some conclusions here but did you talk to people at guantanamo bay? >> we were not allowed to. but we read reports of people who had. >> right. but i mean, isn't it hard to draw these conclusions based on just reports if you haven't

talked to anyone? >> well, we do have members of our task force, retired military people, who offered firsthand accounts of what the directions have been, how the people who have been on the so-called biscuits, the behavioral science consultative teams, that would break these prisoners down. i think we have an abundance of evidence about what the military said and did in terms of influencing their health professionals. >> i just want to hit the practice of force-feeding and the report focusing on that. isn't it the doctor's duty to preserve life? >> it is the doctor's duty to first do no harm. and to respect autonomy. and if a patient is of sound

>> welcome back to al jazeera america. i'm john siegenthaler and here are the top stories. police have swarmed a mall in northern new jersey after reports of one or more gunmen opening fire. witnesses told of a man shooting a rifle inside the mall. right now the details including how many shots were fired still unclear. local officials say they have no reports of injuries. so far, no word on any suspects or arrests. however, the mayor of paramus

new jersey said the mall is no longer considered an active scene. juan carlos molina is joining me on the scene. what do you know? >> well john even though this is not considered an active shooting scene anymore there are quite a few police out here still. we are in the parking lot, the macy's to the right of where i'm looking and there are police stretching all along the parking lot, they are keeping people from the distance of the actual mall. things have called down a little bit. as we said mayor did speak earlier. this is what he had to say. >> jim tedesco said we had a confirmed single shot. everyone is safe, no one has been injured. right now we have police agencies from all over the state who are now going through the mall sweeping to ensure that whatever people are in the mall at this time, it is locked down, are evacuated in a safe and orderly way. i want to let everybody know that this is something that we

trained for. every police agency is working hand in hand to evacuate the people in a safe and orderly way. i again wand to ensure that there has -- want to ensure that there has been no injuries, there has been no victims and we are searching the mall for whatever we can get. >> searching for a shooter? >> we are searching for a shooter. >> they are searching, that is evidence what we see here. police are walking up and down the parking lot, obviously inside the mall too. it is a mostly calm scene, seem a little tired and cold as the police continue to investigate. john. >> want to bring in former sheriff from bergen county, what do you take from the mayor's comments? >> he wants to calm people down, recognizing that the mall isn't

a place where criminal activity is occurring however, the shooter is still at large. we had a heavily armed perpetrate now out in paramus, could be in new york now, could be anywhere from 30, 40 miles because this is an hour too. >> could be in the mall too. >> plas report i very was on the fourth floor parking deck and by all assumptions he has left the area. >> do you know anything else you can tell us tonight? >> i'm getting some reports not verified that the shooter's brother is on the phone with authorities now. so this could be something similar to many other cases that we found this morning and recently where we had active shooters situations where the families are expressing remorse and saying their loved ones had started to act a little unbalanced. >> leo when it says the mayor said it wasn't an active

shooting scene, that plays into the information you have heard that the shooter is gone, that's correct? >> the shooter is on his way. of course we additional don't know that but that's what it indicates, right? >> and law enforcement is going ocover every nook and cranny of that building. >> how long could that take? >> this could take all night. hundreds of thousands of square foot,ful places to hide, boiler rooms, other back areas where security and janitorial staff go, there's areas where the public does not go, all that has to be searched and every vehicle needs to be searched as well. >> where is that area from the parking lot? >> that area would be facing route 4, facing north. if that's the -- if that's door number 7. and as you see a state police car there. this is a time where the mayor

has mentioned and he's a personal friend, that we train for incidents like this. not necessarily active shooter but the potential for explosives, that's why the bomb squad is there, we have explosives detecting dogs, we have dogs that will search for an individual. but law enforcement is going to have a very boisterous presence to ferret out anyone who may be hiding in the where area. >> how quickly does that happen? >> that surveillance vird yoa is being beamed immediately to the oem. and also to the state police. >> all that is covered, right? >> the surveillance cameras inside and outside, department

statewide initiative on the ballot, this is the one where people are talking about and this is the one where virtually all the cash is coming in. >> unlike initiatives the last time. what are farmers saying about the initiative? >> it really depends on which farmers you are talking to and which you're listening to. other farmers on the the yes side say, we are completely fine with it. let consumers make their choice. but this whole campaign it really depends on who you're leaning to right now and which experts you believe, disputed by the others they've called each other liars several times about the science involved, about the money involved, about exactly what the cost is going to be to consumers, farmers, food processors. we'll see by tomorrow night at

mirrored night, that's when the last of the mail-in ballots needs to be post marked. >> has the health and the taste been an issue in this campaign? >> no? not really john. this is really sort of big food versus small food as i mentioned. it's the natural products sort of ultragreen wash on one side anding major food manufacturers on the other. this will be the first are law of its kind if it's passed here. connecticut and maine had specific laws but they would require a certain trig tore pass. if this one does pass and the polls show it has a small lead but that lead has are shrunk dramatically in the last couple of months. if it is passed, it will be the

the former sheriff of bergen county to talk a little bit more. if the shooter has gone where do police head, to figure out what happened? >> if the reports i'm getting that are true, that a member of the family are talking to paramus police department as i speak, then this will be resolved in a very, very short period of time. as we speak the bomb squad are checking a black bag and a jacket found in a stairwell. some of that potential evidence could be used to track down the perpetrator as well. >> sure. as you said this is going to take all night long in order for them to finish their search, correct? >> they cannot leave any stone unturned at this point, just in case there's a second shooter or an accomplice or the information about the person leaving is incorrectly. they have to make sure so that tomorrow when the mall opens
